Afghan nationals residing in India who do not possess a valid Afghan identity document (such as a Tazkira or passport) may apply for identity verification, subject to the following requirements:

1. The applicant must appear in person at the Embassy/Consulate of Afghanistan.

2. The applicant must be accompanied by two Afghan witnesses who:

   • Possess valid Afghan identification documents (Tazkira and/or passport).

   • Bring their original identification documents for verification.

   • Submit copies of their passports or other valid Afghan identity documents.

   • Provide recent passport-size photographs.

   • Formally testify that the applicant is an Afghan national.

3. The applicant will undergo an identity verification interview conducted by a panel of three diplomatic officers of the Embassy/Consulate.

4. The applicant must provide copies of the Afghan identity documents (Tazkira and/or passport, if available) of their Usuli Aqarib (immediate blood relatives), such as:

   • Father

   • Brother

   • Sister

   • Son

   • Daughter

Any available identity documents of these relatives should be submitted to support the applicant’s claim of Afghan nationality.

5. The Embassy/Consulate reserves the right to request any additional information or supporting documents deemed necessary during the verification process.

Upon successful completion of the identity verification process and satisfaction of all requirements, the applicant may be issued a Transit Pass or a Temporary Passport, as applicable, to enable travel to Afghanistan.
