
Early Life
Dr. Ikramuddin Kamil was born in a refugee camp in Peshawar, Pakistan, to a family that migrated from Afghanistan during the Soviet (USSR) invasion. His family hails from the Khogyani District of Nangarhar province in eastern Afghanistan. He received his early education in an Afghan refugee school in Peshawar.
He later pursued his higher education at the International Islamic University, Islamabad, where he completed his Bachelor of Arts and Bachelor of Laws (BA LLB). During his university years, he was actively engaged in academic and intellectual activities and served as the head of Weekhtaba (Awakening) magazine, published by the Afghan Students Union, which focused on scientific and educational discourse.
Dr. Kamil continued his academic journey at the South Asian University in New Delhi under the prestigious SAARC Silver Jubilee Scholarship, where he completed his LLM, MPhil, and PhD in international law. His research focused on key areas of international law, international investment law including transboundary water resources.
Career
Dr. Kamil has developed a distinguished career spanning diplomacy, academia, and research. He served as Deputy Director General at the Ministry of Foreign Affairs of Afghanistan, where he specialized in transboundary water governance and border affairs, contributing to policy development and international engagement.
In academia, he served as a research associate at the Tarzi Research Foundation, focusing on Afghanistan’s water resource management and regional cooperation. He also worked as an assistant professor at Bakhtar University in Kabul, teaching constitutional law, comparative legal systems, and international law.
Additionally, Dr. Kamil contributed as a trainer at the Indian Institute of Foreign Trade, where he supported capacity-building initiatives by training Afghan officials in international trade law and policy. He has published scholarly articles and presented research on water rights, regional treaties, and broader issues of international law.
Present Role
Dr. Ikramuddin Kamil currently serves as the Acting General Consul of Afghanistan in Mumbai. In this capacity, he represents the Government of Afghanistan in western India and works to further strengthen Afghanistan–India bilateral relations.
